Vision

 Labor are the foundation of social and economic development of any country. With the challenge of globalized economy and accelerated industry upgrade and corporate globalization, the government has to shoulder the responsibilities of providing high-quality labor force, strengthening national economic competitiveness, responding to changes in employer-employee relations, securing labor welfare, and sharing outcome of economic development with workers.With the increased average life span of Taiwan population, aging society and fewer children have become the inevitable trends. It is thus important to cover the topics of taking care of retirement life of workers, maintaining sufficient labor force supply in the labor policies.

 Equity, Humanity, Security, and Dignity are the four core principles for the Council of Labor Affairs.

 Equity means that all labor have the same oppoutunities for self-realization through earning income from work. Discrimination in gender, race, age, disability should be eliminated in the workplace. Unbalanced relations between employers and employees should be balanced. Dialogues between employers and employees should be facilitated. At the same time, the less privileged should be offered with chances for further career development.

 Humanity means creating a workplace that is with human touch and friendly, self-developing through work, achieving labor's work life balance, and satisfying labor's needs in different perspectives.

 Security means securing the employment safety as well as health and safety in the workplace, offering safety net to workers and their family, preventing career and social risks, providing workers with predictable and secure benefits, and promoting social harmony.

 Dignity means securing labor rights, respecting the fact that labor are both subjects and objects of labor policies and contributors to economic development, providing workers with communication channels, facilitating dialogues between workers and the public, and enhancing the dignity of labor. These four principles are at the core of the Council of Labor Affairs. They compliment each other and are the objectives and visions of labor policies of Taiwan.

 At present, the focus of the labor policies is to promote labor rights, labor security, work quality, and life quality, and through progressive labor market policy and activated market to enhance labor capability and labor participation rate; assist the less privileged to actively participate in the job market and protect their work rights through integrated measures in the society; meanwhile, effectively follow the trends and demands of the job market to strengthen the capability of the labor force so as to provide the needed high-quality workers for enterprises.

 At this phase, the Council's visions are to create an equal, dignified, secure and humane work environment in Taiwan from the perspectives of labor's career development.
