During the unpaid parental leave, is the employer allowed to sign a term contract with the substitute manpower?

    During an unpaid leave, the employer hires substitute manpower to undertake the employee''s original work. The nature of the substitute''s work is to act for the employee for his/her duty during his/her unpaid parental leave period. The employer may sign a term contract with the substitute.
