Demand for Manpower to Keep Increasing in Quarter 4, 2007.....

In order to understand the status of the demand on manpower in the labor market, the Council of Labor Affairs, Executive Yuan continued to carry out the “Survey on Demand for Manpower” for the 4th quarter of 2007. The survey indicated that the demand for manpower would keep increasing in the 4th quarter of 2007. From the replies of 3,194 enterprises with above 30 employees, the demand for manufacturing technicians in particular, will increase significantly with the coming of the production season of manufacturing; the demand for manpower in the recreation and entertainment sectors would decrease accordingly with the end of the summer holiday.

Viewed from the numbers of demand, it is estimated that there will be an increase of 57,000 jobs and a reduction of 33,000, with a net increase of 24,000. Most of the growth is in regular jobs with an increase of over 30,000; the casual or seasonal jobs will be reduced by over 10,000 while the dispatch jobs will increase by 3,100 due to the advent of the production season of manufacturing.

Viewed from sectors, most of the increase in demand on manpower lies in manufacturing (16,000), wholesale and retail trade (4,100), professional, scientific and technical services (3.100), finance and insurance (2,400) and other services (1,800) while the decrease lies mainly in construction, where 2,700 jobs will be reduced with many engineering projects to be completed at the end of the year. Foreign labor will be reduced, and sports and recreation, lodging and restaurant services, which constitute 2,300 and 700 jobs, respectively, will be reduced with the end of the summer holiday. The demand for manpower in different sectors is described in brief as follows:

1. Manufacturing
The coming of the production season of the electronic industry and Christmas in the 4th quarter will increase demand for manpower in the industries of electronic parts and components, AV products, home electrical appliances, and metal products; it is estimated that 26.3% of the enterprises will increase employment while 12.0% will decrease employment with a net increase of 14.3% of enterprises having a net increase of 16,000 jobs, mainly as R&D engineers and manufacturing technicians.

2. Wholesale and Retail Trade
A net increase of 13.9% of the enterprises will have a net increase of 4,100 employees in the wholesale and retail trade of communication equipment, computer software and in hardware and department stores, mainly as technicians and salesmen.

3. Professional, Scientific and Technical Services
The greatest increase in demand for manpower lies in software programming and internet information services; it is estimated that a net increase of 24.2% of the enterprises will increase by 3,100 employees, with most as professionals, such as programmers and system engineers.

4. Other Sectors
The financial and insurance sectors will increase by 2,400 employees. The manpower provision (dispatch and agency), security, sanitation and other services will increase by 1,800 employees.
For enterprises which intend to increase employment in the 4th quarter, the demand for professionals is highest, with a net increase of 22.0%, followed by technicians and assistant professionals with a net increase of 20.1%, 5.7% for mechanics and machine operators, and 5.3% for managers and supervisors; while the general workers, service workers, salesmen and physical laborers will have a decrease in demand for manpower. This indicates a decreasing demand for occupations of a general nature.
The main reasons that enterprises will increase employment include: to replace the retired exhibits the highest rate at 40.5%, followed by expansion of market demand at 28.6%, expansion of equipment or departments at 26.8%, production season of the industry at 20.7%, recruitment plan at 18.9%, and seasonal factor at 10.5%; the reasons for a decrease in demand for employment include: the seasonal fact
